If playing as a good party, rogues can be promoted to spies by talking to William Lasker in the Erathian Sewers and completing his quest to opening the gate to the Watchtower in Deyja.

If playing as an evil party, they can instead be promoted to assassins by talking to Seknit Undershadow in Deyja and completing the quest to kill Lady Eleanor Carmine in Celeste and bring her dagger back as proof. Spies and assassins can learn the same level of skills.
