Neutral Affairs is a scenario of the campaign Liberation in Heroes of Might and Magic III: The Restoration of Erathia.
Walkthrough[]
To win, you must capture all enemy towns and castles and defeat all enemy heroes. Some Border Guards can only be passed if a Hero carries a Quest Artifact from a previous scenario, but the artifact beyond the Border Guard will travel with you to the next scenario.OffBck
In the western Erathia, Krewlod and Tatalia fought the Erathian forces for resources. It is time to take back the claimed lands. The objective is simple: defeat the opponents by capturing all towns. The heroes start with two Castles and a Tower, while the enemies have three towns: one Castle and either two Strongholds or Fortresses.
To cross through, the heroes need to defeat some guards posted at a garrison, containing gnoll marauders, lizard warriors and mighty gorgons. Once done, they can assault the towns and capture them. Since trekking to the other side of the swamp is not the best idea, there are two-way monoliths that connect the north-western, eastern and south-western parts of the map.
There are also two quest guards, one in the northwest corner and one in the southeast. The former requires the Badge of Courage (carried over from "Steadwick's Liberation") while the latter requires the Charm of Mana (carried over if "Deal With the Devil" was played first).
Once all towns have been captured, the liberation of Erathia continues on.

Strategy[]
Like mentioned in the cut scene, only body count will prevail in the battle. The towns should be built quickly, for as each day passes, the enemy's army grows larger. Combining forces is a good idea, though that army should tackle the enemy's most powerful one as soon as possible, for it can take days to get to the enemy in the swamp.
Bugs[]
Infamously, every version of this scenario outside the original Restoration of Erathia release has the border guard in the southeast corner request a Speculum—the very item it guards—rather than the Charm of Mana as originally designed. This leaves the Speculum inaccessible in the campaign, breaking the artifact-carryover chain for those who play "Deal With the Devil" before this scenario and making it impossible to unlock the intended artifact in "Tunnels and Troglodytes".
