The High Council is a ruling body that handles the important affairs of the Kingdom of Enroth. It has six members, representing the greatest Lords of Enroth:
- Preston Steel, representing Osric Temper.
- Tori Goldman, representing Loretta Fleise.
- Euclid Kepler, representing Albert Newton.
- Isaac Rockwell, representing Anthony Stone.
- Olaf Heimdall, representing Erik Von Stromgard.
- Slicker Silvertongue, representing Wilbur Humphrey.
The High Council makes most of the laws of the state. The party must visit their headquarters in Freehaven to gain access to the Oracle of Enroth.
