Recover Lord Kilburn's Shield is a required quest in Might and Magic VI: The Mandate of Heaven.
Since King Roland did not succeed in finding out what happened to Lord Kilburn (so far as we know), Wilbur Humphrey is still insistent on that goal. He makes finding out what happened - or at least finding Lord Kilburn's shield as proof of his death - a condition of his giving you his vote on the council.

Walkthrough[]
Despite the King's and Sir Humphrey's beliefs, Lord Kilburn was not attacked by the devils. He was attacked and killed by the werewolves of Blackshire. They are keeping his shield in a chest at the base of the mountains, about halfway between the Lair of the Wolf and Star Lake. It is outside in the open, although it is guarded by a lot of werewolves and the chest itself is trapped.
Once you have recovered the shield, take it back to Sir Humphrey and he will reward you and give you his vote.
