This quest is available once you have delivered Edgar Fellmoon's blackmail letter.
Arion Hunter has been spying on the Merchant Guild for the pirates in exchange for being left alone by the pirates in his smuggler's operation. He explains that if he begins working for the Guild, that Stanley will get suspicious because he is supposed to keep him informed. He asks the Hero of Jadame to deliver a fake report to the Dread Pirate Stanley on Regna Island to keep him from becoming suspicious.

Walkthrough[]
Arion Hunter can be found at the Smuggler's Cove on the far western coast of Ravenshore. The Dread Pirate Stanley can be found at the Pirate's Rest inn in Harecksburg on Regna Island. With the fake report in your inventory, begin a dialogue with him, click on "report" and the quest will be finished. You will receive the reward.
Do not worry about finishing this quest in a timely manner, despite what might seem necessary given the rationale behind the quest. Stanley will literally wait years for his report, if necessary, and still give the reward and not hamper Hunter's operation.
