The Circle of Nine is the governing body of the Silver Cities and a senate of the most powerful and ambitious Wizards in the land. Each of the nine members represent a city.
Theoretically, the circle has absolute power in the Silver Cities, but in reality, the cities mantain some degree of independence, spending their time engaged in bickering and politics. It is only in times of crisis that the Circle of Nine has any real authority.
The leader of the Circle of Nine, and thus the ruler of the Silver Cities, is known as the First of the Circle.
